县域特色富民产业主要划分为强势农业型、功能拓展型、链条延长型和集体带动型等模式。针对县域特色富民产业培育所面临的行政因素调控的不当影响、脱贫目标导向的外在作用、产业政策分散的效用消解以及产业结构均质的风险干扰等困境,提出如下建议:盘活行政资源,合理选择发展路径;巩固产业脱贫,有效推进市场道路;整合产业政策,积极扩充发展空间;整合产业结构,持续壮大市场规模。

The county-level specialty industries of enriching people are mainly divided into strong agricultural,function-expanding,chain-extending,and collective-driven models.In view of the improper influence of administrative factor regulation,the external role under the tendency of poverty alleviation,the elimination of the effectiveness of decentralized industrial policies,and the risk interference of the homogeneous industrial structure,suggestions are as follows:revitalizing administrative resources and reasonably selecting the development paths;consolidating industry poverty alleviation,and effectively promoting the market paths;formulating industrial policies and actively expanding the development space;optimizing industrial structure and continuing to expand the market scale.
