粮食产业供给侧结构性改革的思考与对策——以山东省为例

Thinking and Countermeasure on Supply-side Structural Reform of the Grain Industry in the Background of High-quality Development:Taking Shandong Province for Example

本文依据2009—2019年山东省粮食生产状况数据,结合高质量发展和供给侧结构性改革的相关政策,从生产成本、产业供需、质量安全、政府政策、金融建设方面对山东省粮食产业供给侧结构性改革进行了深入研究。结果表明:山东省粮食生产利润空间收窄,粮农收入遭遇增长瓶颈;有效粮食供给欠缺;粮食质量安全有待提升;政府粮食库存高,财政压力大;粮食产业保险信贷建设不健全。为此,本文提出如下对策建议:推进现代化粮食种植,提高粮食种植综合效益;提高粮食产业化经营水平,保障粮食有效供给;调整政府粮食政策,改善粮食质量;完善粮食储备管理体系,减轻库存压力;加大金融机构支持粮食产业发展力度,提升金融保障能力。

The paper makes deep research on the supply-side structural reform of grain industry in Shandong province from production cost,industrial supply and demand,quality and safety,government policy,and financial construction on the basis of relative theory on high-quality development and supply-side structural reform according to Shandong province grain production situation data from 2009 to 2019.Resutts are as follows:Grain production profit margins narrows,grain farmers’s income encounters growth bottlenecks;effective grain supply is inadequate;grain quality and safety needs to be improved;food stocks of government is high and financial pressure is great;the grain industry insurance credit construction is undound.Therefore,countermeasures are put forward:strengthen grain farmers’s professional standards,push on modern grain planting,enhance grain industrialization management level,ensure effective grain supply,adjust government’s grain policy,improve food quality,better grain reserve management system,reduce inventory pressure,increase support of financial institutions on the development of the grain industry,and promote financial security ability.
