新发展阶段我国重要农产品保供稳价的调控思路与机制设计

Regulation Mechanism for Ensuring Adequate Supply and Price Stability of China’s Important Agricultural Products in the New Development Stage

粮食、肉类、蔬菜、植物油等重要农产品保供稳价事关民生,关乎国家发展和安全大局。我国已经建立相对系统完备的粮食等重要农产品供给保障和市场调控体系,但在新发展阶段,目前的稳产保供体系、保供稳价机制,面临更加复杂而严峻的新形势新挑战。为此,本文初步提出我国重要农产品保供稳价的监测预警、宏观调控、应急保障等制度化机制化设计思路和要点,进一步提出强化重要农产品国内供给保障能力、压实保供稳价责任、统筹处理常态与应急等关系、提升全球供应链管理能力、建立国家农业大数据实时监测网和全球农业数据调查分析系统等政策建议。

Guaranteeing adequate supply and price stability of important agricultural products is related to people’s livelihood and overall situation of national development and security.China has established a relatively complete system for ensuring supply and market regulation of important agricultural products such as grain and pork.However,their current system faces new situations and challenges,with increasingly complex and changeable domestic and international environments.This paper proposes the key points of institutionalized design of monitoring and early warning,macroeconomic regulation,and emergency guarantee of ensuring adequate supply and price stability in China’s New Development Stage.Furthermore,the paper provides some aolvices such as strengthening the domestic supply guarantee capability,consolidating the responsibility for ensuring supply and price stability,and improving the global supply chain capabilities.
