关于构建中国特色“三个重大”评估体系的几点思考

Consideration on Building the Evaluation System for the"Three Majors"with Chinese Characteristics

党的二十大报告提出,形成坚持真理、修正错误,发现问题、纠正偏差的机制。这是开展重大战略规划、重大政策、重大工程(简称“三个重大”)评估工作的最根本的思想指引。本文系统梳理总结了西方公共政策评估特点、启示和我国开展“三个重大”评估工作的发展历程,深入研究新时代对“三个重大”评估工作的新要求,初步构建了由制度体系、组织体系、标准体系、人才体系、交流体系、示范体系六大支柱共同支撑的中国特色“三个重大”评估体系,并就此提出了若干具体建议。

It was highlighted at the Report to the 20th National Congress of the Communist Party of China that the CPC will put in place mechanisms for upholding truth,correcting errors,uncovering problems,and remedying failings,and it is the fundamental guiding principle of implementing the evaluation for Major Strategic Plans,Major Policies,and Major Projects(herein after referred to as the"Three Majors").This paper reviewed and summarized the features and enlightenment of the western public policy evaluation and the development history of the"Three Majors"evaluation in China.Further,this paper conducted an in-depth research on new requirements for evaluating the"Three Majors"in the New Era,and developed a preliminary theory about the evaluation system for the"Three Majors"with Chinese characteristics that composed by institutional system,organizational system,standard system,talent system,communication system,and exemplary system.A few suggestions have also been put forward concerning specific measures for improvement.
