主数据建设助力军工企业全面提升数据要素价值

Master data construction helps military enterprises comprehensively improve value of data elements

中国经济和社会发展第十四个五年规划与2035年远景目标纲要提出正式将“数据”列为生产要素,同时也对数据要素划定了发展方向,要求着力加快培育数据要素市场,全面提升数据要素价值。在我国,数据要素、数据要素市场整体上还处于初期发展阶段。大多数军工企业现有的企业主数据分散在各个不同的业务系统中,缺乏统一的数据标准和管理平台,数据的标准化规范化程度低,而企业主数据的统一规范是未来企业数据全面集成共享、业务拉通融合的基础,进而实现智能制造的目标。文章以某重点军工企业主数据建设为例,阐述了通过试点主数据、主价值链主数据、全域主数据的三阶段建设,实现统一数据标准,并在统一标准的基础上实现数据共享,实现企业研发制造与服务的智能化转型升级。

The Fourteenth Five Year Plan for China's Economic and Social Development and the Outline of the Vision Goals for 2035 put forward that"data" is officially listed as a factor of production,and at the same time,it also defines the development direction of data elements,requiring efforts to accelerate the cultivation of data element markets and comprehensively enhance the value of data elements.In China,data elements and data element market are still in the initial stage of development.The existing enterprise master data of most military enterprises are scattered in different business systems,lacking a unified data standard and management platform,and the standardization of data is low.The unified specification of enterprise master data is the basis for the comprehensive integration and sharing of enterprise data and business integration in the future,so as to achieve the goal of intelligent manufacturing.This paper takes the master data construction of a key military enterprise as an example to illustrate that through the three-stage construction of pilot master data,master value chain master data,and global master data,unified data standards are realized,and data sharing is realized on the basis of unified standards,so as to realize the intelligent transformation and upgrading of enterprise R&D,manufacturing and services.
