智慧城市建设与资源环境承载能力耦合协调发展的实证 被引量:7

An Empirical Study on the Coupling and Coordinated Development of Smart City Construction and Resource and Environment Carrying Capacity

摘要 文章基于生态经济学炯用值理论分析了智慧城市建设与资源环境承载能力的耦合协调机理,并以陕西省各城市为例,选取2010—2019年数据,系统地开展了耦合协调关系验证、水平测度、差异分解与情景预测。结果显示:智慧城市建设与资源环境承载能力互为因果关系、相互促进,且前者对后者的影响更加长远,是推动二者协调发展的关键。研究期内,陕西省智慧城市建设与资源环境承载能力的耦合协调度大幅提升,由中度失调进入濒临失调阶段;按照是否是智慧城市试点对城市进行分组治理能够更好地推进智慧城市建设与资源环境承载能力协调发展。预测结果显示,“十四五”期间,陕西省智慧城市建设与资源环境承载能力的耦合协调度发展态势良好,且目标情景下发展优势更加明显。 This paper is based on the exergic value theory of ecological economics to analyze the coupling coordination mechanism between smart city construction and resource and environment carrying capacity.Taking cities in Shaanxi Province as an example,the coupling coordination relationship verification,level measurement,difference decomposition and scenario predic⁃tion are systematically carried out based on the data from 2010 to 2019.The results show that the construction of smart city and the carrying capacity of resources and environment are mutually causal and promote each other,and the former has a more long-term impact on the latter,which is the key to promoting the coordinated development of the two.During the study period,the coupling coordination degree between smart city construction and resource and environment carrying capacity in Shaanxi Province was greatly improved,from a moderate imbalance to a near imbalance stage;grouping cities according to whether they are smart city pilots can better promote the coordinated development of the smart city construction and the carrying capacity of re⁃sources and environment.The forecast results show that during the“14th Five-Year Plan”period,the coupling coordination de⁃gree of smart city construction and resource and environment carrying capacity of Shaanxi Province has a good development trend,and the development advantage is more obvious under the target scenario.
