应急管理职能连环理论研究

Research on chain theory of emergency management functions

为提高我国应急管理效能,推动应急管理体系和能力现代化建设,落实“十四五”国家应急体系规划,培养满足我国应急管理实践需要的应急人才,开展应急管理本土化理论研究和创新,对比职责和职能的本意,类比管理职能与应急管理职能,对比应急管理阶段与应急管理职能,类比管理职能连环,总结应急管理实践,提出应急管理职能连环理论。研究结果表明:应急管理职责与应急管理职能有实质不同,应规范使用;通过对比应急管理的阶段与应急管理的职能的实质,指出经典的应急管理的阶段说法是不准确的,实质是应急管理的职能;通过类比管理职能与管理职能连环,提出应急管理职能连环理论,并进行案例分析论证,改进了应急管理的生命周期理论,理论更符合应急管理实践。

In order to improve the efficiency of China’s emergency management,promote the modernization of emergency management system and capacity,implement the national emergency system planning of the 14th five-year plan to cultivate emergency talents to meet the needs of China’s emergency management practice,carry out theoretical research and innovation on the localization of emergency management,the original meaning of responsibility and function is compared,management functions and emergency management functions are compared,emergency management stages and emergency management functions are compared,the chain of management functions and emergency management functions is compared,the practice of emergency management is summarized to put forward the chain theory of emergency management functions.The results show that the emergency management responsibilities are essentially different from the emergency management functions,which should be used in a standardized manner;By comparing the essence of emergency management stages and emergency management functions,it is pointed out that the classical statement of emergency management stages is inaccurate,and in essence emergency management stages are emergency management functions;By analogy with management functions and the chain of management functions,the chain theory of emergency management functions is put forward and case analysis and demonstration is made to improve the life cycle theory of emergency management,and the chain theory is more in line with the practice of emergency management.
