作为开放教育办学体系重要组成部分的县级学习中心,其办学质量对实现开放大学的综合改革,实现开放教育的高质量发展,服务地方经济社会建设具有重要意义。开放教育县级学习中心必须适应教育高质量发展要求,针对当前质量管理方面存在的问题,通过建立发展的质量观、专业的质量管理队伍、有效的质量监控手段、内外结合的质量评价机制等途径完善质量保证体系,保证人才培养的质量。
