以组织混合化获取资源何以可能?——基于双案例的对比研究

Access to Resources by Organizational Hybridization——A Comparative Study on Campaign-Styled Governance of Grass-roots Governments

运动式治理会激化基层政府的“任务-资源”矛盾,但为何在制度性资源相差不大的前提下,治理负荷更重的街道办能够比治理负荷较轻街道办取得更好的运动式治理效果?论文通过比较空间相近的两个街道办在“创文”运动式治理中的行为差异,发现复杂的社会环境既提高了治理难度,也蕴含着更丰富的潜在资源,基层政府可以借助组织混合化激活与其他组织的合作关系,获取与任务相匹配的自致资源。构筑制度环境和培育关键身份枢纽是组织混合化的实现路径,资源匹配程度则是以组织混合化获取资源的限制因素。本研究梳理了基层政府“组织混合化”的内在机制,解释了运动式治理效果为何存在时空差异,有助于增进对基层治理体系建设困境的整体性理解。

Campaign-styled governance will intensify the“task-resource”contradiction of grass-roots government,but why does the more heavily loaded street office achieve better campaign governance results than the less heavily loaded street office,given the small difference in institutional resources?The paper compares the behavioral differences between two street offices with similar spatial characteristics in the“Creating National Civilized City”campaign governance,and finds that the complex social environment makes governance more difficult but also contains richer potential resources,and that grass-roots governments can use organizational hybridization to activate partnerships with other organizations and obtain self-generated resources that match their tasks.Building the institutional environment and cultivating individual identity are the paths to realize organizational hybridization,while the degree of resource matching is the limiting factor for organizational hybridization to obtain resources.This paper could give insight to the internal fabrics of“organizational hybridization”of grassroots government,explain the spatial and temporal differences in the effects of movement-based governance,and help to improve the overall understanding of the dilemma of building grassroots governance systems.
