“放管服”改革中地方政府主动优化改革的行动逻辑——基于对S省A市改革案例的考察

The logic of local governments take the initiative in the reform of “Delegating Power,Improving Regulation and Optimizing Service”——Taking the reform in A City of S Province as an Example

“放管服”改革是一场“刀刃向内”的政府自身革命,是推动政府职能转变、激发市场和社会活力的关键举措。与一些理论预设和实践经验形成反差,不少地方政府在“刀刃向内”的改革中选择了主动优化改革的举措,很少有研究解释这一有趣且矛盾的现象。以压力型体制为理论原型构建分析框架,结合S省A市“放管服”改革的案例实证发现,完成政治任务、争取潜在激励和应对多重压力是“放管服”改革中地方政府主动优化改革的关键动因,“放管服”改革充当了化解来自多主体和多任务压力的“综合解压阀”,在不同改革阶段“关键行动者”的变化塑造了不同形式的解压模式。

The reform of “Delegating Power,Improving Regulation and Optimizing Service”(“DPIROS”) is an “inward” revolution of the government,and it is an important measure to promote the transformation of government functions and stimulate the vitality of the market and society.Contrary to many theoretical presuppositions and practical experiences,some local governments have chosen to take “Active-Action” in the reform of “DPIROS”.There are still few studies to explain this fascinating and contradictory phenomenon.Taking the theory of Pressure-System as the theoretical framework and using the case of “DPIROS” reform in A city of S province as an example.This paper found that releasing multiple pressure is the main logic for local governments to take “Active-action” in the reform of “DPIROS”,this reform also plays a role such as “Multi-function Decompression Valve” to release the pressure from Multi-subjects and Multi-tasks for the local government.Through the case of A city,the changes of key actors in different reform stages can be lead to the different formation of decompression modes.
