“老有所养”家庭支持政策体系的完善——基于“资源-服务”视域下的家庭养老功能

The Improvement of Family Support Policy System of Providing for the Elderly——Based on the Family Support Function from the Perspective of“Resource-Service”

家庭养老在实现“老有所养”的过程中具有天然优势。然而,我国在强调养老中家庭责任的同时,对家庭的政策支持却十分有限。完善家庭养老支持政策体系,从而修复、巩固和提升家庭养老功能,对我国应对人口老龄化挑战具有重要意义。本文基于以家庭整体性需求为导向、以供需适应性匹配为原则的“资源-服务”视域下的家庭养老功能,立足于家庭养老政策体系的现状和问题,对完善我国家庭养老支持政策体系进行思考。建议以综合性政策体系建设巩固家庭养老的内在资源优势,以协调性政策体系建设弥补家庭养老的服务供给不足,以精细化政策体系建设提升资源和服务的供给效率。

Families have a natural advantage in the process of realizing the purpose of providing for the elderly.However,while China emphasizes family responsibility in elderly care,policy support for families is limited.It is important to improve the policy system to support family in order to repair,consolidate and enhance the function of family in elderly care to meet the challenges of population aging in China.Based on the"resource-services"perspective of family aging function,which is oriented to the overall needs of families and the principle of adaptive matching of supply and demand,this paper considers the current situation and problems of the family aging policy system and improves the family support policy system for the elderly in China.It is suggested to consolidate the inherent resource advantages of family elderly care with comprehensive policy system construction,make up for the service supply shortage of family elderly care with coordinated policy system construction,and improve the supply efficiency of resources and services with refined policy system construction.
