乡镇组织内部人事互动与匹配是乡镇组织完成任务的关键,也是乡镇克服形式主义的内在机制。研究以“抓班子”概念为核心,透视乡镇抓班子的运作机制,乡镇一把手运用抓班子的多种机制协调人员与事务之间的关系,通过岗位匹配机制、平衡机制、分类机制以及底线机制与班子成员之间构建互动框架,克服形式主义弊端,完成政策目标的落实与执行。抓班子之所以成为乡镇内在核心机制与自身的特性、乡镇所面对的制度环境有关,问责制下的属地管理体制、扁平化的治理结构、乡镇以块带条的综合治理模式以及乡镇一把手的施政理念共同塑造了抓班子的常态化、多样化运作。抓班子服务于乡镇工作的目标导向,是一个动态演变、不断调试的循环过程。
