促进我国基础设施公募REITs产业发展的政策建议

The Policy Suggestions for Promoting Industrial Development of China’s Infrastructure Public Offering REITs

推进基础设施领域不动产投资信托基金(REITs)试点是推动我国经济高质量发展的重要举措,是基础设施投融资领域的一大创新。我国基础设施公募REITs产业在发展过程中存在公募REITs产业发展处于培育期、底层资产规模优势的发挥存在诸多障碍、产业发展配套机制和政策亟需优化完善、公募REITs自身的局限性和潜在风险需要进一步认识等问题。因此,应进一步扩大公募REITs试点范围,优化REITs申报发行服务流程,建立公募REITs项目储备运行机制,落实公募REITs产业发展支持政策,创建公募REITs良好的产业生态环境,完善公募REITs行业持续监管机制,以此促进基础设施公募REITs产业发展。

Promoting pilot program of REITs(Real Estate Investment Trusts)in the field of infrastructure is an important measure for China’s high-quality economic development and a major innovation of infrastructure investment and financing.There are many problems in the development of China’s infrastructure public offering REITs,such as public offering REITs is still in the incubation stage,there are many obstacles affecting the role of lower level asset scale advantage,there are urgent needs for the improvement of supporting mechanism and policy,and the limit and potential risk of public offering REITs still need further investigation.Therefore,we should further expand public offering REITs pilot program,optimize REITs declaration and issuance service,establish operating mechanism of public offering REITs stock programs,implement policies supporting the development of public offering REITs,build a favourable ecology for the development of public offering REITs,and improve continuous supervision mechanismssss,so as to promote the industrial development of infrastructure public offering REITs.
