High-Quality Development and Social Policy

高质量发展是全面建成小康社会后我国的新发展理念和新发展路径,其主要特征是超越过去低成本为基础的发展方式,走向以高质量为引领、以科学技术为主要动力的技术密集型经济发展方式。高质量发展更加注重科学技术的运用、产品和服务的技术含量与品质、人力资本的作用、均衡稳定和可持续的经济发展以及经济、社会与环境的协调发展。要实现高质量发展还需要有一定的条件,包括高水平的科学技术和人力资本、不断更新的思想观念和更好的社会环境等。为此,要实现高质量的发展目标,必须要有社会政策为其构建稳定的社会环境,通过社会政策来提升人力资本和国内消费等方面的支持,进而实现高质量发展的最终目标。为促进社会政策在高质量发展中发挥重要作用,应该从理论上认识社会政策在高质量发展中的价值性和工具性意义,重构高质量发展中社会政策与经济发展的理论关系,并且重新审视促进经济发展、做好公平分配及合理使用财富的关系。

High quality development is a new development approach in China after the achievement of the moderately well-off society in all aspects,with the main characteristics of surpassing the traditional low-cost approach to a high-quality led,science and technology driven,and technology-intensive development model.High-quality development means more attention to be paid to the application of science and technology,more scientific and technological contents in the products and services,higher roles of human capital,more balanced,stable and sustainable development,and more coordinated economic,social and environment developments,etc.Some valid conditions are needed for the achievement of the high-quality development,including higher scientific and technological development,stronger human capital,the innovation of developmental ideas,and better social conditions.To achieve the high-quality development,therefore,it is necessary,by reinforcing and improving social policy,to create a more solid social condition,to increase human capital and increase domestic consumption,and to achieve the fundamental goal of the high-quality development.To have social policy play more active roles in the high-quality development,it is necessary to understand theoretically social policy's value and instrumental significances for high-quality development,reconstruct the theoretical relationship of social policy and economic development,and re-exam the theoretic relationship between fast economic development,equitable distribution and proper use of the wealth.
