Glocalization:The World Risk Society and the Way out of the Crisis of Global Governance

“全球本土化”是在世界风险社会背景下解决全球治理危机的新出路。新冠肺炎疫情加剧了全球脱钩趋势,似乎在埋葬全球化,各国“有组织地不负责任”,反映了全球治理的不足与缺位,世界风险社会正呼唤新的治理秩序。“全球本土化”作为后疫情时代的全球治理新模式,意味着在全球治理缺位和全球性挑战蔓延的双重背景下,每个国家、每个地区都可以结合本土化治理体系,进行全球治理危机的应对。在以内循环为主的双循环发展新格局下,中国有望率先通过乡村的全面振兴、发挥乡村本土化优势,开创出具有中国式现代化特征的全球本土化新实践,以“有组织地负起责任”,为各国应对全球治理危机开拓出新的治理模式。

Glocalization is a new way to solve the crisis of global governance under the background of the World Risk Society.As a global crisis,the“organized irresponsibility”of COVID-19 reflects the inadequacy and absence of existing global governance,and the global risk society is calling for the construction of a crisis community.As a new model of global governance in the post-pandemic era,“glocalization”means that under the dual background of the absence of global governance and the spread of crisis of global governance,countries and regions mainly combine the effective governance system of localization to carry out crisis response based on localization.Therefore,as an innovative practice of China's glocalization,the new pattern of dual-cycle development needs to further explore the advantages of localization through rural revitalization to promote the upgrading of the domestic grand cycle,and form a relatively self-sufficient new globalization mode and global governance system.
