摘要
村级组织负责人“一肩挑”正逐步上升为党和国家在推进乡村振兴和基层治理中的重要制度安排。以扎根理论为基本方法,以NVivo11为分析工具,对30篇村级组织负责人“一肩挑”的期刊文献进行了质性研究,提炼并分析了村级组织负责人“一肩挑”的三大核心内容——历史演进、实施影响、发展困境。研究发现,村级组织负责人“一肩挑”经历了初始探索、倡导实施、整体推进阶段后,夯实了党在农村的执政基础,改善了村庄治理,但也引发了潜在风险,目前仍面临制度逻辑尚未理清、人才队伍仍较薄弱、村庄基础差异较大三大发展困境。加强顶层设计、织密监督网络、内培外引并举、改进推广方式,应成为村级组织负责人“一肩挑”的改革进路。
The“Burden on One Shoulder”of village-level organization leaders is gradually rising to an important institutional arrangement of the Party and the state in promoting rural revitalization and grassroots governance.Taking rooting theory as the basic method and NVivo11 as the analysis tool,this paper aims to conduct a qualitative research on 30 journal articles of the“Burden on One Shoulder”of village-level organization leaders,and analyze the three core contents of the“Burden on One Shoulder”of village-level organization leaders—historical evolution,implementation impact,and development dilemma.It is discovered in the study that“Burden on One shoulder”has experienced the initial exploration,advocacy and implementation,and overall promotion stage.Its implementation has consolidated the Party's ruling foundation in rural areas and improved village governance,but also caused potential risks.At present,it still faces three major difficulties:the system logic has not been clarified,the talent team is still weak,and the village foundation is very different.It is also suggested by the paper that strengthening top-level design,weaving the dense supervision network,implementing internal training and external introduction,and improving the promotion mode should become the ways to reform the“Burden on One Shoulder”of village-level organization leaders.
