摘要
为进一步落实水资源刚性约束要求,强化流域水资源统一调度管理,全面分析了长江流域在推进水量分配、实施水量调度、建立协调机制、强化调水管理、加强动态管控等水资源统一调度方面的经验做法;总结了水资源统一调度在供水、生态、发电、航运等方面取得的显著成效;对标流域水资源管理面临的新形势和新要求,系统梳理了流域水资源统一调度存在的问题;以问题为导向,提出了强化水资源刚性约束、优化水资源配置、加强流域水资源统一调度、规范重大调水工程管理、严格水资源监督管理、完善水资源调度机制、提升水资源调配信息化水平等重点工作举措和建议。研究成果可为长江流域水资源统一调度工作提供新思路,对全面提升长江流域水资源保障能力、推动新阶段水利高质量发展具有重要意义。
In order to implement the requirements of implementing rigid constraints on water resources and strengthen integrated basin water resources scheduling,this paper introduces the work progress in integrated water resources scheduling of Changjiang River Basin from some aspects including water allocation,water scheduling,coordination mechanism,water diversion management and dynamic management;analyzes remarkable effect of integrated water resources scheduling on water supply,ecological environment,power generation and shipping;systematically combs the existing problems of integrated basin water resources scheduling with practical work by comparing with the new situation and new requirements of basin water resources management.And for these problems,this paper puts forward key measures and proposals such as strengthening rigid constraint on water resources,optimizing water resources allocation,strengthening integrated basin water resources scheduling,standardizing major water transfer project management,strictly supervising and managing water resources,improving water resources scheduling mechanism,and enhancing the informatization level of water resources scheduling and allocation.The research results can provide a new method for integrated water resources scheduling in the Changjiang River Basin,which have great significance to promoting the high-quality development of water conservancy in the new stage of development.
