党的十八大以来,习近平对于区域经济如何协调发展作了系统论述,这些重要论述贯彻了创新、协调、绿色、开放、共享的新发展理念,形成了基于顶层设计的系统性、整体性治理观,在区域权力配置上强调限权和赋能相结合,提出了区域一体化的区域发展原则和治理路径,以城市群建设为载体的区域发展推进战略,坚持“市场的决定性作用”和“更好发挥政府作用”有机统一的政府与市场关系,明确了“实现基本公共服务均等化、基础设施通达程度比较均衡、人民基本生活保障水平大体相当”的区域协调发展目标。党的二十大报告再次强调了区域协调发展的重要性,这些重要论述为新时代我国区域如何协调发展、高质量发展提供了重要的理论指南和政策指导。

Since the 18th National Congress of the Communist Party of China,Xi Jinping has made important and systematic expositions on how to coordinate the development of regional economy under the new normal of economic development.These important expositions,implementing the new idea of innovative,coordinated,green,open,and shared development,form a holistic governance concept based on top-level design,emphasize the combination of limited power and empowerment in the allocation of regional power,and underscore regional integration as the regional development principle and regional governance path,construction of urban agglomerations as the carrier of regional development promotion strategy;in addition,adhering to the organic and unified relationship between that"the market plays a decisive role"and that"the government can play a better role",these expositions define the goals of coordinated regional development as"equitable access to basic public services,balanced layout of infrastructure,and equivalence in people’s basic living security level".The report to the 20th CPC National Congress once again stresses the importance of coordinated regional development.Xi Jinping's important expositions on regional development and regional governance provide important theoretical guidance and policy guidance for the coordinated and high-quality regional development in China in the new era.
