市域社会治理现代化是推进基层治理现代化的前线指挥部。市域社会治理能够赋能基层社区治理,激发多元治理主体活力;弥合政策和执行的张力;促进社会治理结构扁平化,解决条块分割问题。当前市域社会治理面临着治理理念有待改进、社会治理能力有待提升、治理体制不够完善、治理智能化水平有待提高、治理法治化水平有待提升等因素的制约。市域社会治理现代化要通过创新市域社会治理理念、推动多元治理共同体建设、坚持以人民为中心的治理目标、丰富完善市域社会治理法律法规、以现代科技提升市域社会治理效能、建设社会治理高标准评价指标体系等路径来实现。
