破窗理论对我国警察法学研究之启发

破窗理论被誉为美国“警务活动的圣经”,几乎涉及警察工作的各个方面。破窗理论研究的方法和内容对处于瓶颈期的我国警察法学之研究均有启发。前者包括重视经验性研究、跨学科的研究视角、内外联动的研究模式,后者包括以社会控制统合警察目的、通过公众参与强化非正式社会控制、加强组织对自由裁量权的指导作用。

The broken windows theory,involving almost all aspects of police work,is known as the"Bible of policing activities"in the United States.Both the methods and contents of the researchon broken windows theory have inspired the stduy of Science of Police Law in China.The research methods include empirical research,interdisciplinary perspective and collaboration mode.The research content includes integrating the the police purposes with social control,strengthening informal social control through public participation,and reinforcing police organization’s directive functions on discretion.
