政策工具视角下我国“双减”政策的文本分析

Text Analysis of Double Reduction Policy by Policy Tools Theory

以政策工具理论为研究视角,采用文本分析法,以53份中央、省级政府和国内试点城市的“双减”政策文本为研究对象,构建出含有5类政策工具的分析框架。研究发现:各级政府的“双减”政策文本中,权威性工具高歌猛进;中央和省级偏好负向激励,试点偏好正向激励;能力建设性工具呈现目标群体全覆盖与途径多样化特点;系统变革性工具突出顶层设计,地方政府寻求个性表达;地方政府象征与劝诫性工具手段单一,影响力不足。建议加强党的领导,强化政府履职评价,扎实推进权威性工具落地落实;完善配套型和内涵型激励性工具,增加能力建设类工具的资源供给;健全学校和家庭教育指导服务体系,提升象征与劝诫性工具作用。

This study applies the policy tool theory to the research about Double Reduction policy through analyzing the selected 53 papers.This study shows that governments at all levels have different preferences.Generally,authoritative tools are advancing rapidly.The central and provincial governments prefer negative incentives.The governments of experimental city prefer positive incentives.The capacity-building tools manifested in various areas.The systematic transformative tools likely show top-level design.Local governments look for characteristic expression.There is no doubt that the symbolic and admonitory tools of local government are single and inefficiency.Therefore,it is necessary to comprehensively use a variety of policy tools and optimize the combination structure of policy tools.It aims to promote the long-term implementation of Double Reduction affair.
