Does the Construction of Network Infrastructure Promote the Coordinated Development of Regional Economy?

新发展格局下,加快数字经济与实体经济深度融合,促进区域经济协调发展是实现共同富裕的必由之路。发展数字经济需要完善网络基础设施建设。将“宽带中国”试点作为一次准自然实验,基于2011—2019年中国城市面板数据,评估其对区域经济协调发展的影响,并通过一系列稳健性检验。基准回归结果显示,网络基础设施整体上促进了地区经济的协调发展。机制检验结果表明,优化劳动力要素配置、加强信息流通、促进科技创新是政策发挥效果的关键路径。异质性分析结果显示,政策对东部、中部地区和大城市以及外围城市经济协调发展的改善效果显著。研究结论为新时代背景下通过网络基础设施建设促进中国区域经济协调和高质量发展提供理论支撑和政策建议。

Under the new development pattern,accelerating the deep integration of digital economy and real economy and promoting the coordinated development of regional economy is the only way to achieve common prosperity.The network infrastructure construction needs to be improved in order to develop the digital economy.Using the“Broadband China”pilot project as a quasi-natural experiment,a multi-period DID model is constructed based on data from cities in China from 2011 to 2019 to assess its impact on the coordinated development of regional economies.It is found that the network infrastructure as a whole promotes the coordinated development of regional economies through a series of robustness tests and promotes the coordinated development of regional economies.The mechanism test shows that optimizing the allocation of labor factors,enhancing information flow,and promoting science and technology innovation are the key paths for the policy to exert its effect.The heterogeneity analysis finds that the policy has a significant effect on improving the coordinated economic development of eastern and central regions and large cities as well as peripheral cities.The findings of the study provide theoretical support and policy recommendations for promoting regional economic coordination and high-quality development in China through network infrastructure construction in the context of the new era.
