基于DEA-Malmquist的地方政府财政支出效率评价

Evaluation of Local Government Fiscal Expenditure Efficiency based on DEA-Malmquist

基于DEA-Malmquist模型,选取2014-2020年全国31个省份的政府财政投入与产出指标为面板数据,对我国政府财政支出效率进行测算。结果显示,不同省份政府之间的财政效率相差较大,尤其直辖市政府财政支出效率低于非直辖市政府,且效率较低排名靠后;我国政府的财政支出效率整体上表现出总体水平偏低的态势,影响政府财政支出效率的主要因素在于技术进步的变化和技术效率。提高政府财政资金监管水平、合理控制政府财政支出规模、加强对政府财政资金监管、完善政府的财政预算管理体制等方式成为有效提高政府财政支出效率的有效手段。

Based on the DEA-Malmquist model,the government fiscal input-output index of 31 provinces in China from 2014 to 2020 is selected as the panel data to measure the efficiency of government fiscal expenditure in China.The results show that the fiscal efficiency of different provinces differs greatly,especially the fiscal expenditure efficiency of the municipal government is lower than that of the non-municipal government,and the low efficiency ranks behind.On the whole,the government’s fiscal expenditure efficiency shows a situation of low level.The main factors that affect the government’s fiscal expenditure efficiency lie in the change of technological progress and technical efficiency.Improving the supervision level of government financial funds,reasonably controlling the scale of government financial expenditure,strengthening the supervision of government financial funds,improving the government budget management system and other ways become effective means to improve the efficiency of government fiscal expenditure.
