The Mechanism and Effect of Internal and External Coordination to Promote High-Quality Economic Development--Taking High-tech Enterprises in the Regional Innovation Ecosystem as the Object

剖析内外协同对经济高质量发展的影响机制,构建门槛效应模型,搜集2008—2020年我国30个省(区、市)内外协同与经济高质量发展的相关数据,分析内外协同对经济高质量发展的影响效应及其对不同经济圈的异质性。研究发现:①吸收能力正向调节内部研发促进技术突破,且调节效应先减后增;吸收能力正向调节产学研合作促进技术突破,且调节效应边际递增。②成果转化正向调节技术突破促进经济高质量发展,且调节效应边际递增;吸收能力正向调节产学研合作促进经济高质量发展,且调节效应边际递增。③内部研发与产学研合作影响各经济圈经济高质量发展的效应不同。④技术突破与经济高质量发展的协同性存在区域差异性。

The report of the 20th National Congress of the Communist Party of China pointed out that high-quality development is the primary task of comprehensively building a modern socialist country. Today, China’s economy has shifted from high-speed growth to a stage of highquality development, and to stimulate the source of high-quality development, we must use scientific and technological innovation to generate new momentum. Breakthroughs in key core technologies are the key to the in-depth implementation of innovation-driven development strategies. The breakthrough of key core technologies mainly relies on two ways: internal research and development and external industry-university-research cooperation. Internal research and development are the core force of technological breakthrough, industry-university-research cooperation is the continuous force of technological breakthrough, internal and external collaboration can achieve the effect of 1+1>2. In this context, clarifying the mechanism of internal and external coordination to enhance high-quality economic development and effectively promoting highquality economic development is a practical problem that needs to be solved urgently.Existing research has different promoting effects on the theory of technological breakthrough and high-quality economic development. However, it is limited to analyzing the relationship between internal research and development, external industry-university-research cooperation and technological innovation, and lacks research on the relationship between internal and external collaboration and high-quality economic development. Moreover, internal and external coordination, technological breakthroughs and high-quality economic development are rarely included in the unified analysis framework, resulting in the lack of clarity revealed by the mechanism of high-quality economic development.In order to clarify the mechanism of internal and external coordination to enhance highquality economic development, effectively promote high-quality economic development. This paper incorporates internal and external coordination, technological breakthroughs and high-quality economic development into a unified framework, deeply analyzes the mechanism of internal and external synergy to promote high-quality economic development, constructs a threshold effect model and a fixed effect model, collects relevant data on internal and external coordination,technological breakthroughs and high-quality economic development in 30 provinces and municipalities in China(except Tibet) from 2008 to 2020, and uses stata15 to accurately analyze the impact effect of internal and external coordination on high-quality economic development through technological breakthroughs and its heterogeneity on different economic circles. The four-quadrant map of technological breakthroughs and high-quality economic development in various regions is synergistic analysis. The following conclusions are drawn:①The absorption capacity positively regulates internal R&D to promote technological breakthroughs, and the moderation effect first decreases and then increases;The absorption capacity positively regulates industry-university-research cooperation to promote technological breakthroughs, and the regulatory effect increases marginally.② Breakthroughs positively regulates the transformation of achievements to promote high-quality economic development, and the absorption capacity positively regulate industry-university-research cooperation to promote high-quality economic development through;And the moderating effect is marginally increasing.③The effects of internal R&D and industry-university-research cooperation on the high-quality economic development of each economic circle are different.④There are regional differences in the synergy between technological breakthroughs and high-quality economic development.
