摘要
实现碳中和、碳达峰目标已经成为新发展阶段重要国家战略,其中县城作为我国城镇化进程推进过程中的主战场,不仅是碳排放的主要源头之一,同时还承担着碳汇集的重要功能,如何通过规划手段实现县城低碳发展成为值得思考的关键问题。文中以东北农业型县城富裕县为例,在分析双碳内涵的基础上,研判现阶段县城低碳发展存在的问题,提出“构建绿色低碳安全的国土空间总体格局-提升三类空间减碳增汇能力,碳管控与国土空间管控协同”三级规划响应策略,并针对城镇空间、农业空间、生态空间三类空间提出具体规划措施。
Achieving carbon neutrality and carbon peaking goals has become an important national strategy in China’s new development stage, of which the county, as the main battlefield in the process of promoting China’s urbanization process, is not only the main source of carbon emissions, but also undertakes the important function of carbon pooling, how to achieve low-carbon development of counties through planning means has become a key issue worth thinking about. Taking an agricultural county town of Northeast China, Fuyu County as the case, this paper analyzes the problems existing in the low-carbon development of the county. The three-level planning response strategy is proposed, which is, building a green, low-carbon and safe national land space pattern, improving the carbon reduction and sink capacity of three types of space, and carbon control and land space control coordination. Specific planning measures for urban space, agricultural space, and ecological space are proposed.
