摘要
电力市场改革对电网企业投资和资产管理行为规范提出了更高的要求,传统以输电能力提升为目的的规划方法难以适应新的形势。分别考虑线路潮流的流通、系统阻塞的缓解和市场交易对线路的影响,计及价值因素建立评估规划方案在经济性和实用性方面的潜在价值指标体系。在此基础上,基于潜在价值指标和成本建立多目标输电网规划模型,通过一种改进的遗传算法实现对模型的求解,采用修改后的IEEE 39节点算例验证了本文所提方法的有效性。
Electricity market reform has acclaimed higher demand for the investment and asset management of power grid enterprises,and the traditional planning method,whose object is to improve the transmission capacity,appears less able to adapt to this new situation.Under this circumstance,by taking factors including the power flow,the relief of system congestion and the influence of the market into consideration,this paper puts forward a potential value index system to evaluate the economy and practicability of planning schemes.Furthermore,based on the potential value and investment cost,a multi-objective transmission network planning model is proposed,and an improved genetic algorithm is used to solve the model.The effectiveness of the proposed method is verified through the case study based on the modified IEEE 39 bus system.
