数字基础设施对高技术产业创新的门槛效应研究——基于产业规模与人才供给视角 被引量:5

The Threshold Effect of Digital Infrastructure on High-tech Industry Innovation——The Perspective of Industry Scale and Talent Supply

摘要 本文选取2013~2020年省级高技术产业数据,通过门槛模型,从产业规模和人才供给视角分析了数字基础设施对高技术产业创新“虹吸效应”的影响。结果显示:(1)数字基础设施对地区高技术产业的创新有显著促进效果;(2)当地区的产业规模以及在校大学生数量低于某一门槛值,数字基础设施对高技术产业创新的促进效果会转为抑制效果。本文提出以下建议:对于产业规模较大且人才供给充足地区,应重点加强科创相关数字基础设施建设;而对于产业规模较小且人才供给匮乏地区,由于“虹吸效应”,高技术产业创新能力将不可避免地被进一步压缩,因此政府更应关注其他民生相关数字基础设施建设和完善。 Based on the provincial high-tech industry data from 2013 to 2020,this paper empirically analyzes the siphon effect of digital infrastructure on high-tech industry innovation.The results show that:(1)digital infrastructure can significantly promote the innovation of high-tech industries in the region.(2)When the industrial scale and the number of college students in a certain area are lower than the threshold value,the promotion effect of digital infrastructure on high-tech industrial innovation will be changed into inhibition effect.This paper puts forward the following suggestions:give priority to and focus on strengthening the construction and development of digital infrastructure related to scientific innovation in regions with advantages in industrial scale and sufficient supply of talents;in regions with relatively small industrial scale and insufficient supply of talents,due to the“siphon effect”,the innovation capacity of high-tech industries in regions will inevitably be further reduced,so the government shall pay attention to the construction and improvement of other digital infrastructure related to people’s livelihood in combination with its ac-tual situation.
