能源技术创新对区域绿色经济效率的空间溢出效应

Research on the Spatial Spillover Effect of Energy Technology Innovation on Regional Green Economy Efficiency

提升区域绿色经济效率是改善生态环境、实现“双碳”目标的必然要求,更是从根本上解决我国资源环境生态问题的应有之策。本文采用2011~2020年全国285个地级及以上城市面板数据,通过构建静态和动态空间杜宾模型,实证检验能源技术创新对区域绿色经济效率的空间溢出效应。研究发现:整体来看,能源技术创新可显著提升区域绿色经济效率;从空间溢出效应来看,能源技术创新对区域绿色经济效率具有正向空间溢出效应,且以短期效应为主;从作用机制来看,创新要素集聚在能源技术创新对区域绿色经济效率的影响中发挥正向调节作用,即能源技术创新可通过创新要素配置提升区域绿色经济效率。产业结构升级可正向调节能源技术创新对区域绿色经济效率的影响效应。基于此,提出构建能源技术创新生态圈、建立绿色经济内外一体化发展机制、打造区域能源技术创新产业集群的建议,以更好地发挥能源技术创新对区域绿色经济发展赋能作用。

Improving the efficiency of regional green economy is not only an inevitable requirement for improving the ecological environment and achieving the goal of“double carbon”,but also the proper way to fundamentally solve China’s resource and environmental ecological problems.This paper empirically tests the spatial spillover effect of energy technology innovation on regio-nal green economic efficiency by building static and dynamic spatial Dubin models using panel data of 285 cities above prefecture level in China from 2011 to 2020.Research findings:from the overall perspective,energy technology innovation can significantly improve the efficiency of regional green economy.From the perspective of spatial spillover effect,energy technology innovation has a positive spatial spillover effect on regional green economic efficiency,mainly short-term effects.From the perspective of the mec-hanism,the agglomeration of innovation factors plays a positive regulating role in the impact of energy technology innovation on the efficiency of regional green economy,that is,energy technology innovation can improve regional green economic efficiency through the allocation of innovation elements.Industrial structure upgrading can positively adjust the impact of energy technology innovation on regional green economic efficiency.Based on this,the paper proposes to build an energy technology innovation ecosystem,establish a green economy internal and external integration development mechanism,and build a regional energy technology innovation industrial cluster,so as to better play the role of energy technology innovation in the development of regional green economy.
