Stahl's thought of the ethical governance of AI ecosystems reflects on the ethical governance ofAI ecosystems from the perspective of flourishing ethics,and aims to shape the AI ecosystems which help flour-ish humanity.It is believed that the central nodes of the AI ecosystems should be defined,and these centralnodes act as the subjects of meta-responsibility of the ethical governance of AI ecosystems,and are responsiblefor ensuring that individuals,organizations and states will understand their responsibilities and fulfil them.Stahlholds that the ethical governance of AI ecosystems should follow the principles of flexibility,tentative govern-ance,ability to learn and meta-responsibility.He also presents his own approach to the ethical governance ofAI ecosystem:rethinking the relationship of AI research and innovation and ethics,measuring the impact of thedevelopment and use of AI on human flourishing,establishing the AI knowledge base,and creating mechanismsthat allow the stakeholders to take part in the governance.On the one hand,Stahl's thought of the ethical gov-ernance of AI ecosystems leads the development of research in the ethical governance of AI from the technicalindividual level to the system level;on the other hand,it provides the methodological guidance for the ethicalgovernance of AI ecosystems.
