桂林石刻文献中的生态环境保护规制及其保护机制刍论

Ecological Environment in the Stone Tablet Inscription Documents of Guilin:Protection Regulations and Mechanism

石刻文献是我国古代文献的重要组成部分,也是记录地方历史和信息的重要载体。桂林有关生态环境的石刻文献表明,桂林生态环境系统保护规制包含了村社农耕环境“议禁”、风景林“禁约”、官山“防护”、公山“禁伐”以及生态环境修复等内容;而基于其上内容在石刻文献中呈现出了石刻教育传导、官府制度及其调处压力、以村规民约为主要形式的村民自治、纠纷预防与协商解决机制以及官民互济的联动治理等明显的生态环境保护机制。这些保护规制及机制在桂林独特的自然环境、历史条件和社会文化环境的共同影响下,不仅维护了当地的社会生产生活秩序,并且形成了持续保护当地生态环境的文化传统,在其长期保持“山水甲天下”的殊荣中作用突出,也于当今的生态环境保护有着积极的实践参考价值。

Stone tablet inscription documents are important components of China's ancient documents as well as important carriers of local history and information.Guilin's stone tablet inscriptions concerning the ecological environment indicate that the protection regulations for the ecological environmental system include such contents as"banning issues"in the village agrarian atmosphere,"banning agreements in Feng Shui(Good Luck)forests,"protection"in government-owned mountains,"felling ban"in collective mountains and other things alike.Accordingly,some effective ecological environmental protection mechanisms are shown in terms of villagers'self-rule,dispute avoidance,prevention and negotiated settlements,and mutual reliefs between officials and the mass,for instance,stone tablet inscription instructions,officialdom system,pressure reduction,and villagers'regulations and agreements.These regulations and mechanisms comply with the then unique natural environment,historical conditions and social-cultural environment of Guilin,maintaining social,production and living order and forming a cultural tradition for the ever-protected local ecological environment;hence,they are important contributions to the natural beauty preservation and the ecological environmental protection.
