From Closedness to Opening up:Field Evolution in Infor⁃mation Communication of Administrative Organizations

20世纪后期,人类社会进入一个急剧变迁的全新时代,科技、文化与制度等经历了或正在经历着频繁的解构与重构。社会的急剧变革对社会治理提出了极大的挑战,世界各国纷纷采取调机构、转职能等方法积极应对。但这种在传统线性官僚制组织基础上简单调整与修补的做法收效甚微,其结果只是造就了一个效率低下、反应迟钝的行政组织,一个疲于奔命却收效甚微的治理体系。在既有的改革思路与改革方案都无法取得预期效果的情况下,应敢于转变思维,在其他路径上展开有价值的思考。立足信息技术变革,从信息动态流动的角度对行政组织的运行展开分析,将注意力资源从制度设计转移到行动者自身,聚焦于公共行政场域的衍变,以此来探讨复杂社会背景下的治理体系建构。

Since the late 20th century,human society has entered a new era of rapid changes.Technology,culture,and institutions have experienced or are undergoing frequent deconstruction and reconstruction.The rapid changes in society have posed great challenges to social governance.Countries around the world have made active response by taking measures such as adjusting institutions and transforming functions.However,the simple adjustment and remedy based on the traditional linear bureaucratic organization has had little effect.It has ended up with an inefficient and unresponsive administrative organizations,and a governance system that is exhausted but ineffective.When the existing reform ideas and plans cannot achieve the expected results,we should strive to change our mindset and make breakthroughs on other paths.Based on the transformation of information technology,the operation of administrative organizations is analyzed from the perspective of dynamic information flow.This approach can divert attention resources from institutional design to actors themselves and focus on the field changes of public administration.In this way,the governance system construction can be further explored under the complex social background.
