摘要
为保证海军后勤保障各环节的顺畅衔接、有效运行,如何全面系统地评估海军综合保障基地建设效能亟待研究。论文重点分析海军综合保障基地四大效能建设,设计出科学完整的建设效能评价指标体系,并基于熵权-云模型理论构建海军综合保障基地建设效能评价模型,在实证分析的基础上归纳总结各基地建设中存在短板与不足,为下一步修正基地建设发展方向、提高综合保障能力、快速推进基地现代化建设提供指导性意见。
In order to ensure the smooth connection and effective operation of every link of naval logistics support,how to evaluate the effectiveness of naval comprehensive support base construction in an all-round and systematic way needs to be studied.This paper focuses on the analysis of the four major efficiency construction of naval comprehensive support base,designs a scientific and complete evaluation index system of construction effectiveness,and builds a model of evaluation of naval comprehensive support base construction effectiveness based on entropy weight-cloud model theory. Based on the empirical analysis,this article summarizes the shortcoming and deficiency in each base construction,so as to revise the development direction of base construction in the next step. It provides guidance for improving the comprehensive support capacity and promoting the modernization of the base.
