Four Characteristics of Common Prosperity in the New Era from the Perspective of System Concept

系统观念是具有基础性的思想和方法。共同富裕是一个总体性概念,在系统论视域下审视共同富裕有助于我们更为深刻地认识其本质、把握其要义。基于系统整体性,共同富裕是关乎我国发展全局的战略性目标,呈现出整体性的效应和功能;基于系统差异性,共同富裕并非搞平均主义和“大锅饭”,而是建立在普遍富裕基础上的有差别的富裕,为“先富”带动“后富”提供了可能;基于系统动态性,共同富裕的实现是一个在动态中向前发展的过程,需要经历一个长期的历史阶段;基于系统协同性,共同富裕是社会系统多元主体协同合作、经济政策社会政策相互耦合并在具体实践中实现协同的结果。

System concept is a basic idea and method. Common prosperity is a general concept. Examining common prosperity from the perspective of system theory will help us to understand its essence and grasp its essence more deeply. Based on the system integrity, common prosperity is a strategic goal related to the overall development of our country, showing a holistic effect and function;based on systematic differences, common prosperity is not equalitarianism and "big pot", but differentiated prosperity based on universal prosperity, which makes it possible for "those having got prosperous first’’ to help ’’others catch up";based on the system dynamics, the realization of common prosperity is a process of moving forward in a dynamic way, which needs to go through a long-term historical stage;based on the system synergy, common prosperity is the result of the cooperation of multiple subjects in the social system, the mutual coupling of economic policies and social policies, and the realization of synergy in concrete practice.
