“碳达峰”“碳中和”目标下商业银行资产配置转型研究

Research on the Asset Allocation Transformation of Commercial Banks under the Goal of "Carbon Emission Peak" and "Carbon Neutrality"

碳中和是实现经济可持续发展,实现人与自然和谐共生的必要条件。当前,如何应对全球气候变化给世界各国带来的风险挑战,如何有序进行产业低碳化转型,已成为各国实现经济又好又快发展面临的关键性问题。在解决这一问题的各环节中,商业银行作为绿色产业转型发展的催化剂扮演着不可替代的角色,是加快产业绿色转型的重要支撑,是解决发展问题和环境问题之间矛盾的关键。然而,当前我国商业银行的业务模式和管理模式显然无法提供双碳目标要求的资金供给规模和配套的投融资机制。在这一背景下,商业银行抓住政策机遇,调整自身资产结构和业务模式,进行绿色资产的风险控制,促进信贷资金朝着低碳领域动态倾斜变得尤为关键。

Carbon neutralization is a necessary condition for achieving sustainable economic development and the harmonious coexistence between man and nature. At present,how to cope with the risks and challenges brought by global climate change to all countries,and how to carry out the low-carbon industrial transformation in an orderly manner have become the key issues for all countries to achieve sound and rapid economic development. In the process of solving this problem,commercial banks play an irreplaceable role as a catalyst for the transformation and development of green industry,which is an important support for accelerating the green transformation of industry and the key to solving the contradiction between development and environmental problems. However,the current business model and management model of China’s commercial banks obviously cannot provide the capital supply scale,the supporting investment and the financing mechanism required by the double carbon target. In this context,it is particularly critical for commercial banks to seize the policy opportunities,adjust their asset structure and business model,control the risk of green assets,and promote the dynamic tilt of credit funds towards the low-carbon field.
