中美药品科技创新成果转化平台建设与运营概况分析

Overview of the Construction and Operation of Pharmaceutical Science and Technology Innovation Achievements Transformation Platform in the United States and China

目的 为我国新型药品科技创新成果转化平台的搭建提供新思路。方法 调研国内外与医药有关的科技成果转化平台和模式,探讨目前我国药品科技创新成果转化平台建设中存在的问题,并提出建议和对策。结果 以美国为例,其在生物医药领域应用较广泛的技术转移模式主要包括联邦实验室模式、大学模式、产业园模式(前两种为首创),其研究方向、技术转移路径和盈利模式各有不同。我国的药品科技创新成果转化平台也建立了产业技术研究院、技术交易市场、科技企业孵化器等转化模式,但其运营中存在平台建设同质化、整合能力较薄弱、人才队伍欠专业、合作机制不完善等问题。结论 建议我国在进一步创新及发展药品科技创新成果转化平台时,坚持市场导向、响应产业需求,构建供需网络、深化信息服务,培育专业人才、组建技术团队,打破平台壁垒、实现全面合作。

Objective To provide new ideas for the establishment of a new pharmaceutical scientific and technological innovation achievements transformation platform.Methods By investigating the platforms and models for the transformation of pharmaceutical-related scientific and technological achievements at home and abroad,the existing problems in the construction of the pharmaceutical scientific and technological innovation achievements transformation platform in China were investigated,suggestions and countermeasures were put forward.Results Taking the United States as an example,the widely used technology transfer models in the field of biomedicine mainly included the federal laboratory model,university model,and industrial park model(the first two were pioneering models),and their research directions,technology transfer paths,and profit models were different. China′s pharmaceutical scientific and technological innovation achievements transformation platform has also constructed transformation models such as industrial technology research institutes,technology trading markets,science and technology business incubators,but there were some problems in its operation,such as homogeneity of platform construction,insufficient integration capacity,unprofessional talent team,and imperfect cooperation mechanism.Conclusion It is suggested that China should adhere to market orientation,respond to industrial demand,build a supply and demand network,deepen information services,cultivate professional talents,establish a technical team,break down platform barriers and achieve comprehensive cooperation when further innovating and developing the pharmaceutical scientific and technological innovation achievements transformation platform.
