乡村治理数字化转型是国家治理体系现代化建设的重要一环。面对传统治理模式避不开的治理主体弱化、缺失的问题以及村民数字化素养水平不高、治理观念落伍、制度保障不够健全的现实窘境,乡村政府要逐步推进实现乡村干部精英化、村民思维数字化和治理制度规范化,加速实现数字技术赋能背景下的自治、智治相结合的现代化乡村治理体系。

The digital transformation of rural governance is an important part of the modernization of the national governance system.Facing the problems of weakening and missing governance subjects that cannot be avoided in the traditional governance models,as well as the practical dilemma of villagers’low level of digital literacy,outdated governance concepts and imperfect institutional guarantee,the rural government should gradually promote the elitism of rural cadres,the digitization of villagers’thinking,the standardization of governance systems,and accelerate the realization of a modern rural governance system combining autonomy and intellectual governance under the background of digital technology empowerment.
