政策计量视角下我国标准化政策演进历程研究

标准化在国家经济社会发展的各方面越来越起到不可或缺的作用,揭示我国标准化政策的演进历程对我国标准化工作意义重大。研究从政策计量视角出发,以国家层面标准化政策为样本,借助多维标度分析、社会网络分析和可视化等方法,揭示我国标准化政策的结构属性、合作关系、聚焦点、空位与机遇,并总结归纳其演进历程。研究发现:我国标准化政策供给能力不断加强,支撑面不断扩大;政府合作重点领域不断变迁,中心性强;政策主题逐级深入,融合发展:四个发展阶段共包含11个政策聚焦点,9个政策主题,形成行业、管理、战略方针3个主题群组,各群组内政策主题呈现不同的演进模式,突出了政府的服务职能与其对民生福祉的重视。未来各单位应不断补充完善标准体系,突出政策创新,鼓励政产学研用共同参与标准治理。

Standardization plays an increasingly indispensable role in all aspects of national economic and social development.Revealing the evolution of China's standardization policy is of great significance to China's standardization work.From the perspective of policiometrics,the research takes the standardization policies at the national level as a sample,with the help of multi-dimensional scale analysis,social network analysis and visualization,etc.,reveals the structural attributes,cooperation,focus,vacancy and opportunity of China's standardization policies,and summarizes its evolution process.The research found that the supply capacity of China's standardization policy has been continuously strengthened and the support surface has been continuously expanded;The key areas of government cooperation are constantly changing with strong centrality;The policy topics are deepened and developed step by step:the four development stages include 11 policy focuses and 9 policy topics,forming three topic groups:industry,management and strategic policy.The policy topics in each group show different evolution patterns,highlighting the government's service function and its emphasis on people's livelihood.In the future,all units should continue to improve the standard system,highlight policy innovation,and encourage government,industry,university,research and use to participate in standard governance.
