自然资源全生命周期管理模型初探——以湖北省枝江市为例 被引量:2

摘要 为了构建分类合理、权责完整、覆盖全要素的自然资源管理新格局,满足新时期自然资源管理部门对自然资源全生命周期一体化管理的需求,从自然资源部“两统一”职责和“七个关键环节”职能定位出发,深入分析现有各自然资源分类体系及问题,通过对现行业务流程与各行政事项的梳理,以建设用地管理流程的实例化,探索性地构建了覆盖自然资源全要素类型、全流程管理权的全生命周期管理模型。结果表明,构建的管理模型具有一定的可行性和通用性,能够满足对自然资源进行全生命周期一体化管理实际需求,可为国土空间实施监督系统、基础信息平台等自然资源信息化工作提供支撑。 In order to build a new pattern of natural resources management with reasonable classification, complete rights and responsibilities, and covering all elements, and meet the needs of natural resources management departments for integrated management of natural resources in the whole life cycle.Starting from the “two unifications” responsibilities and the “seven key links” functional positioning of the Ministry of Natural Resources, the paper analyzes the existing natural resources classification system and problems.Through the combing of the current business processes and various administrative matters, the full life cycle management model covering the whole natural resource element types and the whole process management rights is tentatively constructed.The instantiation modeling of construction land shows that the management model has certain feasibility and versatility, which can provide support for theimplementation and supervision system, basic information platform and other information work in the field of natural resources.
