政策工具视角下高校人才引进政策研究——基于石河子市/石河子大学人才引进政策文本分析 被引量:1

摘要 人才事业发展是推动区域发展的关键,区域的发展以人才队伍建设为依托。为提升高校师资队伍整体质量、创新教育模式、促进教学质量与教学模式的持续发展与转型,兵团第八师石河子市、石河子大学协同发布了高层次人才引进政策。本研究以政策工具为研究视角,以政策工具和政策内容要素为基础构建二维分析框架,通过内容分析法对人才引进政策文本进行量化分析。研究显示:政策工具使用具有多样性,存在明显的倾向性;目标群体较为单一,政策注意力存在明显偏向;缺乏较为明确的留才政策。为有效实现引进人才、留住人才,人才带动发展的政策目标,可以从如下几个方面调适:综合运用政策工具,全面优化组合形式;调整目标群体比例,健全用才留才政策,稳步推动石河子大学人才队伍建设与学科发展。 The development of talent cause is the key to promoting the regional development and the regional development is based on the construction of talent team.In order to improve the overall quality of university teachers,innovate the education mode,and promote the sustainable development and transformation of teaching quality and teaching mode,the XPCC Eighth Division(Shihezi City)and Shihezi University have coordination issued high-level talent introduction policies.This research takes policy tools as the research perspective,constructs a two-dimensional analysis framework based on policy tools and policy content elements,and quantitatively analyzes the talent introduction policy text using the content analysis method.The research shows that the use of policy tools is diverse,but there is an obvious terdeantiousness;the target group is relatively single,and the policy attention is biased;there is the lack of a relatively clear talent retention policy.In order to realize the policy goal of effectively introducing and retaining talents and promoting the development of talents,policies can be adjusted from the following aspects:comprehensively using policy tools,the combination form,adjusting the proportion of target groups,improving the policy of retaining talents,and steadily promoting the talent team construction and discipline development of Shihezi University.
