居住出租房消防管理对策研究——以海宁市居住出租房为例

Research on fire management countermeasures of residential rental housing——Take residential rental housing in Haining City as an example

近年来,浙江省海宁市的居住出租房数量不断增加。此类场所点多面广,动态变化大,普遍存在承租双方无消防意识、消防管理失控、消防设施缺配损坏、违规使用易燃可燃装修材料、违规用火用电、违规设置“三合一”场所、疏散通道不畅等问题。因此,居住出租房经常发生火灾事故,且常常伴有人员伤亡事故的发生,提升居住出租房的消防安全环境就显得尤为重要。通过分析居住出租房在消防安全方面存在的问题及原因,提出具有操作性的消防治理对策,以期减少居住出租房火灾事故的发生。

In recent years,the number of residential rental housing in Haining City of Zhejiang Province has been increasing.Such places have a wide range of locations and great dynamic changes.There are common problems such as lack of fire awareness on both sides of the lease,out-of-control fire management,lack of allocation and damage of fire facilities,illegal use of flammable and combustible decoration materials,illegal use of fire and electricity,illegal setting of"Three-in-one"places,and poor evacuation routes.Therefore,fire accidents often occur in residential rented houses,which are often accompanied by casualties.How to improve the fire safety environment of residential rented houses is particularly important.By analyzing the problems and causes of fire safety in residential rental housing,operational countermeasures of fire protection are put forward,hoping to reduce the occurrence of fire accidents in residential rental housing.
