强化农业科技创新驱动 助力乡村振兴战略实施——以河南省农业科学院为例

Strengthening the Drive of Agricultural Scientific and Technological Innovation and Helping the Implementation of Rural Revitalization Strategy——Taking Henan Academy of Agricultural Sciences as an Example

作为河南省农业科技创新能力提升工程的领路者,河南省农业科学院在学术研究、示范推广、科技服务、人才队伍建设等方面取得诸多成效。在实施乡村振兴战略大背景下,在农业科技创新方面依然存在学科建设与形势发展不相适应、科技成果转化支撑力不足、领军人才缺乏、科技创新体制机制不完善等突出问题。以农业科技创新助力乡村振兴战略实施为切入点,以河南省农业科学院为例,提出了推动学科布局优化调整、加快关键核心技术创新与储备、探索成果集成转化和技术服务有效模式、打造乡村振兴科技示范样板、加快完善人才引进与培养机制、深入推进内部运行机制改革激发创新活力等措施,以期为全面推进乡村振兴建言献策。

As the leader of the project to improve the ability of agricultural science and technology innovation in Henan Province,the Henan Academy of Agricultural Sciences has achieved many results in academic research,demonstration and promotion,scientific and technological services,talent team construction,etc. However,under the background of implementing the rural revitalization strategy,there are still many problems in agricultural scientific and technological innovation. Outstanding problems included unadaptation of discipline construction and situation development,insufficient support for the transformation of scientific and technological achievements,lack of leading talents,and imperfect scientific and technological innovation system and mechanism. Taking agricultural scientific and technological innovation to help the implementation of the strategy of rural revitalization as the starting point,and taking Henan Academy of Agricultural Sciences as an example,this paper puts forward some measures,such as promoting the optimization and adjustment of discipline layout,accelerating the innovation and reserve of key core technologies,exploring the integrated transformation of achievements and effective models of technical services,creating a demonstration model of science and technology for rural revitalization,accelerating the improvement of the talent introduction and training mechanism,and further promoting the reform of the internal operation mechanism to stimulate innovation and vitality,with a view to making suggestions for the comprehensive promotion of rural revitalization.
