铁岭市乡村基层治理存在的问题及其对策

健全并完善乡村基层治理体系,不仅是国家治理体系和治理能力现代化的需要,也是实现乡村振兴的重要举措。党的十九大报告把乡村有效治理列为乡村振兴的重要目标之一,并提出加强党对“三农”工作的全面领导,加强党的农村基层组织建设和乡村治理。基于此,对铁岭市乡村基层治理现状进行阐述,对在乡村振兴背景下铁岭市乡村基层治理中存在的问题及原因进行分析,坚持问题导向,结合铁岭市乡村基层治理的实际情况,提出铁岭市乡村基层治理的优化路径和对策,包括树立正确的乡村治理理念、加强基层党组织建设、“空心村”治理和提高基层治理人才素质。

Improving and perfecting the rural grass-roots governance system is not only the need of the modernization of the national governance system and governance capacity,but also an important measure to achieve rural revitalization.The report of the 19th CPC National Congress listed effective rural governance as one of the important goals of rural revitalization,and proposed to strengthen the party’s overall leadership over the work of agriculture,rural areas and farmers,and strengthen the Party’s rural grass-roots organization construction and rural governance.Based on this,this paper expounds the current situation of rural grass-roots governance in Tieling City,analyzes the existing problems and causes of rural grassroots governance in Tieling City in the context of rural revitalization,adheres to the problem orientation,combined with the actual situation of rural grass-roots governance in Tieling City,this paper puts forward the optimization path and countermeasures of rural grass-roots governance in Tieling City,including establishing a correct concept of rural governance,strengthening the construction of grass-roots Party organizations,"hollow village" governance,and improving the quality of grass-roots management talents.
