Team Building and Capacity Improvement for Air Traffic Controllers

空中交通管制员承担维护空中交通安全、顺畅、有序运行的重大责任,加强管制员队伍建设和专业能力的提升对民航业的发展具有重要意义。根据我国管制员队伍地域发展不平衡、管制员选拔制度、工作能力和职业素养、培训、退出和淘汰等现状,结合国内外空中交通管制员的分析比较,按照民航强国和民航高质量发展的要求指出了管制员队伍建设和能力提升需要解决的问题和路径,旨在为我国空中交通管制员的队伍建设、人才储备和能力提升提供参考。

Air traffic controllers bear great responsibility of maintaining the safe, smooth and orderly operation of air traffic, and it is critical to develop civil aviation industry and strengthen the team building and professional capacity for the air traffic controllers. Based on the unbalanced regional development of Chinese controller team and problems existing in controller-selection system, controllers′ professional quality and relevant professional training, combined with the analysis and comparison of domestic and foreign air traffic controllers, this paper points out the problems to be solved and paths to take in the team building and capacity improvement for the controllers according to the requirements and high-quality development of strong civil aviation, hoping to provide reference for Chinese air traffic controller team construction, talent reserve and ability improvement.
