跨部门协同治理构建城市社区养老的新路径探寻--基于时间银行互助养老模式的研究分析

Study on the New Model of Urban Community Elderly Care Based on Collaborative Cross-sector Governance--Analysis of Time Bank-based Mutual-Aid Elderly Care Model

跨部门协同治理是当前我国城市社区实现治理现代化的重要途径。时间银行作为社区中跨部门协同治理的主要表现形式之一,对于开展我国社区互助养老模式和构建城市社区养老新路径具有里程碑意义。跨部门协同治理有利于有效破解我国现存时间银行本土化面临的困式的深度融合。本文以我国城市社区时间银行作为研究对象,针对在跨部门协同治理中社区治理的运行机制,对时间银行互助养老模式进行环境和比较分析,并提出了几点构建城市社区跨部门协同治理养老服务模式的具体建议。

Collaborative cross-sector governance is the key to addressing the dilemma faced by the localization of the time banks,and serves as an important means to realize the modernization of community governance in China.As one of the main forms of collaborative cross-sector governance,time bank is a milestone for the promotion of mutual-aid elderly care model.In light of the above-mentioned facts,this paper aims to examine the operation mechanism of community governance and the mutual-aid elderly care model based on time bank,and puts forward several suggestions for improvement.
