摘要
劳务派遣用工作为国内公立医院常见的用工模式,一方面为公立医院提供了可行的人力资源解决方案,缓解了编制不足带来的人员紧缺问题,另一方面由于不规范的劳务派遣用工行为,产生了一些人力资源管理困境,如劳务派遣用工比例及使用岗位不符合法律规定、同工不同酬、人员稳定性差等。国内公立医院开展劳务派遣用工实践较早,在劳务派遣用工上缺乏科学性、规范性指导,走了不少弯路,现如今有些积重难返。本文以某市级三甲公立医院为例,在分析国内外研究现状的基础上,总结该院在实践过程中经验做法,以期为公立医院劳务派遣用工及人事制度改革提供借鉴。
Labor dispatching is a common mode of employment in public hospitals in China.On the one hand,it provides a feasible human resource solution for public hospitals and alleviates the staff shortage problem caused by insufficient establishment.On the other hand,due to the unregulated labor dispatching practice,some human resource management dilemmas have arisen,such as the ratio of labor dispatching workers and the positions used do not comply with legal regulations,different pay for the same work,and poor staff stability.Domestic public hospitals started labor dispatching earlier and lacked scientific and standardized guidance on labor dispatching,so they took a lot of detours and now some of them are hard to return.In this paper,we take a municipal tertiary public hospital as an example and summarize its experience and practices in the process of practice based on the analysis of the current situation of domestic and foreign research,with a view to providing reference for the reform of labor dispatching and personnel system in public hospitals.
