摘要
为确保项目产生最大的社会效益,应以考评项目效益最大化为核心,对项目的效益进行多层次、全方位的考评。找准管理“盲点”,创新绩效考评理念;明确绩效终极目标,界定项目绩效责任;建立指标体系和考评机制,为绩效评价体系建设奠定基础。并利用完善的绩效考评指标体系和机制,对项目的效益进行考评。以项目投资成本最小化、社会效益最大化为考评核心,对政府、财政和项目建设单位的公共支出行为进行内控,从而达到建立以效益为导向的评价机制。
In order to ensure the maximum social benefits of the project,a multi-level and all-round evaluation of the project benefits should be conducted with the core of maximizing the project benefits.Identify the"blind spot"of management and innovate the concept of performance appraisal.Define the ultimate goal of performance,define the responsibility of project performance;establish the index system and assessment mechanism,and lay the foundation for the construction of performance evaluation system.And use the perfect performance evaluation index system and mechanism to evaluate the benefits of the project.Taking the minimization of project investment costs and maximization of social benefits as the core of evaluation,the internal control of public expenditure behavior of government,finance and project construction units is carried out,so as to achieve the establishment of a benefit-oriented evaluation mechanism.
