全球新冠肺炎疫情背景下,澳大利亚国际教育生源数量锐减,产业亟待复苏,环境与声誉亟须改善,结构有待平衡,《澳大利亚国际教育战略2021-2030》应势出台。该战略提出了推进国际教育的具体路径:推进学生多元组合,发展离岸和在线教育;对接“产-教”和“产-研”,运用和转化研究优势;打通国际学生人际网络,关注学生体验和福祉;保证财政、立法和信息服务支持,加强国际推广宣传。拟通过调整国际教育产品和学生构成形成可持续发展的新结构,对接产业打造培养高技能人才的国际教育体系,以学生为中心构建推动国际教育发展的社会共同体,政策引导和保障营造支持国际教育发展的环境。该战略在市场增长、人才竞争、品牌建设、教育治理等方面表现出新突破与新走向。

In the context of the global COVID-19 epidemic,Australia’s international education is facing challenges,including the reduction in the number of students,the urgent need to recover the industry and improve the environment and reputation,as well as the need to balance the structure.The "Australia International Education Strategy 2021-2030" was released accordingly.The strategy proposes paths to develop international education:promoting diverse student combinations,developing offshore and online education;integrating industry and international education,taking full advantage of research;building international students’ relationship network and paying attention to students’ experience and well-being;providing financial,legislative and information service support and strengthening international promotion.It is planned to form a new structure for sustainable development by adjusting the composition of international education products and students,to build an international education system for cultivating high-skilled talents by connecting industries,to build a social community that promotes the development of international education with students as the center,and to create an environment supporting international education development through policy.The strategy shows breakthroughs and new trends in market growth,talent competition,brand building,and education governance.
