我国商业健康保险与基本医疗保险协同研究——基于耦合协调的时空演化分析

Study on the Commercial Health Insurance and Basic Medical Insurance Collaboration in China--Based on the Spatial-temporal Evolution Analysis of Coupling and Coordination

目的:通过探究商业健康保险的时空演化情况,推动商业健康保险与基本医疗保险协同发展,完善多层次医疗保障体系。方法:运用耦合协调度模型与空间计量法,分析我国商业健康保险与基本医疗保险协同情况。结论:商业健康保险与基本医疗保险的耦合协调度总体水平较低,区域间耦合协调度水平差异较大,“东南高西北低”的格局特征呈现出空间聚集效应。建议:进一步厘清基本医疗保险与商业健康保险的责任边界,稳步推动商业保险机构参与各类医疗保险经办服务。

Objective:By exploring the spatial-temporal evolution of commercial health insurance,the paper attempts to promote the coordinated development of commercial health insurance and basic medical insurance,and improve the multi-level healthcare security system.Methods:The coordinated development of commercial health insurance and basic medical insurance in China has been analyzed with coupling coordination degree model and spatial econometrics.Conclusion:The overall level of coordination between commercial health insurance and basic medical insurance is relatively low,the level of coordination between regions varies greatly,and the pattern characteristic of"high in southeast and low in northwest"shows spatial agglomeration effect.Suggestions:We should further clarify the liability boundary between basic medical insurance and commercial health insurance,and steadily promote the participation of commercial insurance institutions in various medical insurance claim management and fund administration.
