深圳创新生态链与低碳价值链耦合实践研究

摘要 创新与低碳发展是我国实现现代化和生态文明建设的重要课题。通过对深圳创新生态链与低碳价值链的耦合实践进行分析研究发现,深圳的成功经验可总结为:一是通过重点关注基础研究、鼓励创新以及优化成果产业化流程来突破阻碍高新技术产业进一步发展的“技术锁定”现象;二是通过集聚效应推动产学融合、市场手段发展低碳产业以及置换落后产能等方式打造高效市场,提升要素配置效率;三是利用自身优势积极投入全球创新竞争,通过构建开放的创新网络体系,融入全球创新网络,逐步完成由全球创新竞争的“跟跑者”到“并跑者”并最终成为“领跑者”的转变。在此基础上,提出完善科研人才梯队、进一步强化高端产业要素保障、建设更加深入贯彻“放管服”理念的有为政府的政策建议。 Innovation and low-carbon development is important for China to achieve modernization and ecological civilization construction.At present,Shenzhen has found out a way achieving the coupling of innovation ecological chain and low-carbon value chain,become an innovative city in China and world.Through analyzing the coupling of innovation ecological chain and low-carbon value chain in Shenzhen,it is found that Shenzhen’s successful experience can be summarized as follows:first,break through the“technology lock-in”by focusing on basic research,encouraging innovation and optimizing the industrialization process of achievements.Second,promote the integration of industry and learning through agglomeration effect,develop low-carbon industry by market ways and replace backward production capacity.Third,take advantage of its own advantages to actively participate in global innovation competition.
