政绩考核竞争、海洋环境规制与海洋经济发展质量——基于空间效应视角

Performance Evaluation Competition,Marine Environmental Regulation and the Quality of Marine Economic Development:From the Perspective of Spatial Effect

为了考察政绩考核竞争和海洋环境规制能否提升海洋经济发展质量,在分析政绩考核竞争和海洋环境规制影响海洋经济发展质量的理论机制的基础上,采用2007—2017年沿海省份数据,运用空间杜宾模型进行实证。研究发现,沿海区域间海洋经济发展质量存在显著的空间相关性,本地海洋经济发展质量能显著地促进邻近地区海洋经济发展质量;政绩考核竞争和海洋环境规制对海洋经济发展质量具有显著的促进作用和空间溢出效应;政绩考核竞争引致区域间海洋环境规制策略互动,产生协同作用,该协同作用对海洋经济发展质量的影响存在异质性。基于空间计量模型的实证研究为加强区域间海洋环境规制的良性互动提供实证支撑,有利于提升海洋经济高质量。

In order to investigate whether competition in performance evaluation and marine environment regulation can improve the marine economic development quality,based on the analysis of the theoretical mechanism of the impact of the competition performance evaluation and the marine environment regulation on the marine economic development quality,this paper adopted the data of coastal provinces(municipalities and districts)from 2007 to 2017,and used the spatial Dubin model to make an empirical study.The results show that:(1)The quality of marine economic development was significantly spatial correlated in coastal areas.The quality of local marine economic development significantly promoted the quality of marine economic development in neighboring areas.(2)The competition performance evaluation and marine environmental regulation had significant promotion and spatial spillover effects on the quality of marine economic development.(3)The competition performance evaluation led to the interaction of marine environmental regulation strategies among regions,and also had synergy effect.The synergy effect on the quality of marine economic development was heterogeneous.The empirical study based on spatial econometric model provided an empirical support for strengthening the benign interaction between regional marine environmental regulations and was conducive to improving the high quality of marine economy.
